On April 16, 2025, at The University of Economics and Law (HCMC), the scientific conference “Law and New Technology” attracted a large number of experts, jurists, businesses and researchers to come to exchange and discuss. The workshop also creates a healthy playing field for experts, scientists, lawmakers and businesses to seek opportunities, as well as propose solutions to improve legal policies flexibly and strongly in the context of digital transformation, artificial intelligence, and blockchain and other disruptive technologies are gradually affecting every area of social life.

1. Venue for the scientific conference: "Law and New Technologies".
One of the outstanding highlights of the program is the MSc's presentation. Brian Bach Tran on the topic: “Impact of Artificial Intelligence on Data Centers and Blockchain”. The discussion provided a practical and in-depth perspective from the projects he is directly participating in and running.
Mr. Brian brought to the conference the DeCenter project, a pioneering initiative in building an integrated ecosystem between artificial intelligence, high-performance data centers (AI-DC) and blockchain technology. The project focuses on two main development directions:
1. Construction of AI-DC Data Center: In the first phase of implementation at Da Nang Hi-Tech Park, DeCenter has a capacity of 10MW, including 1,000 racks distributed in two zones AIDC1 and AIDC2. Each area has two floors, a ceiling 10 meters high and a floor that can withstand forces of up to 2.5 tons/m² to meet the strict needs of modern AI systems.
2. Applying Blockchain to RWA and DePIN: The project implements the Real World Assets – RWA and Decentralized Physical Infrastructure – DePIN models, using blockchain to increase transparency and security for AI data.

Mr. Brian cited data from reputable studies, showing that the global AI infrastructure market size reached 36.59 billion USD in 2023 and could increase to 366.3 billion USD by 2032 with a growth rate. CAGR is 27.5%. Additionally, according to Goldman Sachs, global data center demand will increase 165% by 2030 thanks to the wave of AI.
He also emphasized that blockchain technology will play an important role in ensuring decentralization, safety and transparency – is essential as AI becomes increasingly open and globally collaborative.
In addition, Mr. Brian also introduced IPTP Networks –, the global technology corporation where he is working. IPTP is specialized in the fields of telecommunications, data centers and IT infrastructure solutions. With more than 28 years of experience, the group currently operates 77 data centers in 37 countries, along with 220+ points of presence spread across Europe, North America, the Middle East and Asia – Pacific, including Vietnam.

Discussion by MSc. Brian Bach Tran not only brings an insight into the connection between artificial intelligence, data centers and blockchain technology, but also raises important practical issues for building digital technology infrastructure in the new era. Integrating AI and blockchain through pioneering models like DeCenter shows great potential in improving operational efficiency, security and decentralization of global data systems.
